This is a really bad combination of a young inexperienced driver who is not a car owner, so seldom drives.Â

When only 11% of the population owns cars, there will be many people who seldom drive behind the wheel of off peak cars, rental vehicles, PHVs and seniors driving taxis or lorries to be wary of.
