The rest of the unemployed have been classified as retired, no longer interested in looking for a job or employed if they have no option but to drive a taxi or PHV when they can no longer find another PME position.

those civil servant must be holding their job very tight but so worry , they just follow instructions daily easily past time , got mid and year end bonus , yearly every time even economics is bad.
