Opposite my block also had this problem. Many delivery workers; grab, fedex, dhl etc congregate at the senior citizen corner. Sometimes at the middle of the night being woke up by their laughter and giggle. Complained to the town council but nothing happened. Few times saw a police car parked there as well, not sure if those policemen and policewomen also joined in the fun. After more than a year, suddenly the hdb contractor came and removed all those cement tables and chairs. Must be some powerful people complained.

These Senior Citizens' Corner are always abused by those delivery people and those who can't pay for entertainment. They gather there, gossip, smoke like nobody's business!
