It looks quite unfair that rules change to penalise people who go by the rules.
The problem I see is at the bank side that allows a 1% owner of a property to take out a full housing loan and service it.
Those who are rich will just give the full some to their children to buybthe home and settle the whole purchase with children as full owners.
Those who use 99-to-1 are poorer middle class folks who desire to won another propeprty but still need a bank loan ...
