Another problem is every CNY, the cleaners will go to every household to ask for hongbao. If each household give them $4, they can collect $400 from each block. Now, the question is if the manger also get to pocket some of these money?

The workers had to pay the fine. SO?
Let them pay the fine and then report to MOM.
