I feel he might win at Punggol. I noticed him ever since when LKY still around. He is like " a happy go lucky person " despite got flaws.

Another guy like him is S iswaran when he still around before the corruption case. He also like Gan come to work as Minister like very smooth.

I think he should win, above two is IT not really MOH issues,
Dorm design issue not fall under MOH.
