How luxury goods are sold nowadays. They, the sole agent, sell you cheap at $20,000, but you have to buy another product first then you got to buy the $20,000 one.
The last time, it was about under-declaration at the customs. Before these, it was smuggling. These are over. With the improvement in technology, it becomes unworkable. It was like the police(government) caught a thief(businessman).
In a society, there are different layers of people. Their behaviours are moulded by their type of jobs and the environment they are in.
