I read with amusement because this feedback fits to the T . . . .for PAP, too.

Does it mean that Civil Service is also embroiled in such a bad PAP Culture all these years?

Let me do a one-to-one matching exercise for this:

1. Singapore doesn't care= PAP is Heartless

2. Policies are reactive= PAP Policies are 10 Years Out-dated

3. Policies are pro- business, not pro- public= PAP is pro- biz and not pro- locals, too!

4. Most of the public service corruption is in the open= PAP ?@#

5. Bad public service leaders will always remain as leaders= Bad PAP will always remain
ie Gan KY, Cnhan CS, Ong YK, JoTeo. disGrace  . . .

Actually, PAP is like Blur Sotongs.

They want make this country into Singapore, Inc.

Then why hire Soldiers and Yes Men in PAP??

Civil servants inside daily no need bring brain go work also can yet yearly there is confirm two bouns and yearly increment.

Is MORE better " act blur " than act hero inside

this is why you see deep inside various ministries down to individual establishment the directors ALL mostly work in the same department for Donkey 30, 40s years +

even those low wage civil servants at the bottom

Actually this applies to working into any big organization or MNCs. You join the organization with the hope of making it better, but there will be 101 forces resisting your effort. The organization won't change for you, so in the end you just give up. Your salary doesn't depend on you improving things, but with you going with the flow.

There is a big difference between local and foreign MNCs.

When local MNC broke the law, inform the Section Head. But totally ignored.

When local MNC have areas of improvement,  tell the Section Head. Employees kena punished ie my friend in Comp & Ben

When local MNC receive surprise big bonus for project completed to be given to employees, HR said NO.

If you prefer to civil servants, is literally A LOT that including those working inside school , from teachers to technical staffs , Poly/Uni also same

A lot mistook thought their wages , bonus are from " private " is NOT

Their wages , bonus also follow Gov policy , whenever Gov announce how much civil servants going to get come Mid year July Bonus and year end , they also will be getting the same
