Strictly speaking, the Agong doesn't have the authority, but he knows from experience of the past year that the new govt will not be stable. Any BN party (esp the corrupted faction of UMNO) can just threaten to withdraw support if the slightest things don't go their way.

Some of the 114 letters of support are conditional that are not outright support. So, Sabri does not have the simple majority.
