The US and Russia were denuclearising ...until Putin came to power. As seen in recent war, Putin was willing to put nuclear on the table once escalation starts. Such weapons are especially dangerous under autocrats where there is no check and balance. An elected leader is used to getting voter out and losing power. However a dictator like Kim has unchecked power. Should the country have problems something can happen.
