This song was very long time ago... At least 70 years ago.
The composer if I did not remember wrongly was from XinJiang. Shd be a non Chinese? He even went to court to fight the ownership for this song.

I think you mixed it up with some other songs. There are indeed some songs that are thought to be from Xinjiang originally, mainly those attributed to 王洛宾。 Some people accused 王洛宾 of plagiarism. 春天里 is not one of those songs that are involved in this controversy.
