The problem started with the SAF Scholarship scheme in 1970/71.
After so many years still no rethink and tweak the scheme, but simply
dump all these guys into positions that are not relevant to their skills or
(lack) of experience.
Someone better relook into this or we will be having Generals and colonels
running our country.

Previously, an acquaintance who worked in a stat board told me something quite true. He said that stat board CEOs are actually just figureheads parachuted in. The actual leader is the deputy CEO who is usually promoted from the ranks to "assist" the figurehead who is a political appointment. It's a bit like the role of sg president.

Actually the CEOs of the stat boards don't really make so difficult decisions that they have to be extraordinary.
If the infra is not enough to meet public expectations, just build it.
If there's an errant offender, just mete out the required punishments.
There aren't so many big issues that they have to think out of the box. All the options are already provided to them by their subordinates, with the advantages and drawbacks all argued out. They just have to select one. For any real difficult issues, just kick the can down the road, long enough for them to be promoted to the next level or move out to another agency.
