I suspect Town council never check on contracotr who use lousy paint. My place was paint just 2 yrs and the paint started to peel,
like someone kana sun burn,, skin peeling.
I think those contractor use lousy sub standard paint, and town council got cheated.

I doubt they have anyone to inspect works done by their contractors.
The flats at my place used to external wall tiles. After some years, some of the tiles fell off. When renovation was carried out, they did not replace the wall tiles, instead, they use cement and then painted over the surface so that there are no distinct difference between the tiles and the cement.
Wall tiles have their own colour that will not fade. there was no need to paint the external wall. Now they just camouflaged it.

Most gov tenders are price sensitive and lowering the cost to put in a competitive bid has such outcomesÂ
Of course discounting suspicions
