Since Japan and China has diplomatic relations based on One China Policy, that is why Japan gov agreement Taiwan is part of China.

And since Taiwan is not recognized as a "country", there can be no government-to-government relation by Japan.

That's why Sato San says no one will come "help" Taiwan when Beijing decides to re-unify the Island under its rule, simple.
