so no jam and no worry if flooding in one area

Ours has higher risk

What higher risk is there? 

Our port is running 24/7 all year round. Singapore has been berthing the mega container vessels for a very long time.
In fact the container ships has been berthed at Tuas since the berths are operational. Now then officially opened as announced.
