In a statement carried by Russia's state news agency, Russia's Defense Ministry said the withdrawal was completed at 05.00 local time. Moscow insists that not a single unit of military equipment is left in the region.
Khlan, speaking from outside the city of Kherson, said he had heard that some Russian soldiers were also left wearing civilian clothes. He suspected it might be the use of the clothes as a plot to engage in acts of sabotage.
Ukrainian presidential adviser Mykhailo Podolyak predicted the day before the withdrawal of Russian troops, that the departing Russians would seek to turn Kherson into a city of death and would continue to fire on it after moving across the Dnieper River.

Kherson city is harder to defend after almost all supply lines are cut,
retreat south end of Dnipro river clear their logistic difficulties
and gives them much stronger defense line.
It is PR disaster for Rus, while west media are celebrating.
Politically the retreat could give chance of Peace deal but doubt Zelen
will listen. If no deal are made, Rus likely to start Winter offensive.
Signs are forces will redeploy to other fronts, as Rus start to have
progress in the south east lines. And not to forget 218K lot is expecting in the north.
