It is correct. While he said no cold war, his office stated at the same time to rename the representative from Taipei China to Taiwan.

What China is doing is to have more trade pacts like 1B1R, SCO, RCEP, BRIC, EU-China agreement, CPTPP, etc.
But US is to build more alliance for military confrontation such as 5-Eye alliance, Nato, now 3-Eye alliance Aukus, QUAD, Pacific-Indian alliance.
One is for co-prosperity and the other is for military fight. You can see the difference?
