Cappelli noted that the European Union, Japan, South Korea and Taiwan have developed their own Wafer Act-style plans.

The re-globalization of chips already includes Intel's recently announced $85 billion investment in foundries and R&D facilities in Germany, Ireland, Italy, Poland, Spain and France. TSMC has partnered with Sony to invest in a new fab in Japan and is in talks for a new fab in Germany.


According to Cappelli, the old model eventually led to a highly concentrated manufacturing location in Taiwan, but Taiwan now accounts for 60 percent of all microchips in the world and 90 percent of the world's most advanced microchips. This scenario is untenable given the risks of future epidemics, natural disasters, and of course geopolitics.

But regional trade and trading blocs will be very much alive.

It's just US+Euro limiting trade growth with China.

All other trade links remain alive and growing.
