Participants might need to contribute towards the CDC fund as CDC, managed under People’s Association Act is meant to be a non-profit organization.

No, this could not be the issue if you understand how govt works. They must be seen as fair to local and overseas companies so it must be that it was offered to Giant but not taken up. But why it's not taken up is puzzling. Perhaps there's a catch.

Normally a catch is not easy to figure out, unless you're one of the insiders. Not offering to Giant because it is not local owned cannot be a reason, as the govt operates on a fair basis, at least outwardly. You need to know the mindset of this govt.
