Gov initiate a integrated systems to link up each household utility/water, mobile network, immigrations and family member contact.
assumption: every old folks need to use the toilet within 24 hrs wan
utility company systems detect NO usage of water of this unit for last 24 hrs > route to mobile company check any usage of the owner, if NO usage for last 24 hrs too > immigration systems check if user leave country, if NO then > system auto msg family member >if family member Non contactable > SCDF breakdown the door leow
famiy member could choose to opt in for such initiative else some ppl might GGYY police state

I think Japan got such system : neighbour everyday see whether outside your house got raise a flag or something like that to indicate you are still alive.
