When a certain place has found with an initial outbreak they will do all to curb that by a lockdown to prevent any potential spread. FUJIAN was a good example for the recent outbreak. The civil mentality has a part to play in it. And the government wouldn’t want their people to get infected in order to normalise the situation. Unlike ours. Just my opinion.
