This system vendor I know who. This system is their main revenue generator afaik and during that time Java made its name as being used for a massive deployment for Spore govt agency during those years. Now is 2023 it maybe showing signs of aging unless the core product is updated with the latest Java version? Or change technology platform? History of that vendor is they come out from NUS some research arm focusing on Java back on the late 90s.

Most vendors supporting govt agency has a SLA so there are fines indeed. But knowing those vendors just bid other govt agency projects to cover back lor or during subsequent enhancement request charge abit more to recoup. I am talking about IT system in particular.
