Those foreign students I have talked to one before after finish Uni studies they need to work in Spore for X years then can go back home. If want to go back must vomit back the monies loaned to them. Also every semester they need to meet the grades requirement else all funding stopped. But they do get allowance while studying. My talk subject is from China and that is in year 2001. Yes this scheme has been around for decades in case readers too young to know. MOE go China schools conduct roadshow that is why she know of small little Spore else who in the hell know Spore in China correct?
Whether such scheme is beneficial to Spore is open for debate. All I know is those monies come from taxpayers. I also soon stop donating to NUS after I know of this from that China lady. My monies donated can go to them instead of local Sporean students.

but the other is Unlimited Tuition subsidy for foreign students
