After every meal there may be wet food waste to be   disposed off, and these 'wet foods' needs to be disposed with a plastic bag, and thence into a rubbish chute.  If there is a shortage of these plastic bags, then the consumer will simply throw these 'wet food' waste directly into the rubbish chute, and as a consequence the rubbish chute will be stained with much 'wet wastes'..........this will encourage the  breeding of pests, cockroaches and flies etc...........Also, it will be a nightmare for the rubbish collector as they may be drenched with curry or other wet wastes in the rubbish chutes when they come to remove the rubbish....... Big Grin
