No leh, in the case of Vietnam, it was the commies defeated the South Vietnam troops and won the war to force the South Vietnamese under one country.
The South Vietnamese stronghold of Saigon (now known as Ho Chi Minh City) falls to People's Army of Vietnam and the Viet Cong on April 30, 1975. The South Vietnamese forces had collapsed under the rapid advancement of the North Vietnamese.

That is after a war. South Vietnam was conquered by North Vietnam after US pull out. This is possible if a war were to break out and Taiwan has been defeated with US pulling out but they r not 1 country 2 system. When there is a war, pple has no say in the unification.
