it is about balance, a bell curve distributions of people skill.
after all it is about providing good life for all singaporean.
if one also provide good life for foreigner then some singaporean will suffer.
think about it. government cannot said but must know how to think their purpose and who elect them into power.

LKY time make sense coz majority is uneducated.

If sinkie land now is still a meritocracy system, then our EP wouldn't have a race rotation system. The best person win the job.
