NO.. air conditioner's electricity consumption is more than twice the consumption of water heater.

Although much said about storage heater consume about the same as the instantaneous heater,  the instantaneous heater is still more efficient energy-wise if one just want to use the heater for showering.  This is because the storage heater has water always in long pipings that are often laid bare and direct without any insulation.  Thus having more heat and water losses.
