Most DS are officers from the elite Admin Service. All scholars.
Some will then go on to serve as CEOs in the various stat boards and agencies. If they don’t cock up during their stint there, they will be promoted to PS after a few years.
If no good or kena bahtoh by a princeling, rotate back at DS level equivalent to another ministry and quietly show yourself the way out.
