If they are not vaccinated, the number of old folks who would have died would be much more.

Some people might ask: What for waste money to keep these old folks alive?  They are a burden to the society. 

People say that only if that old folk is not related to them, and is just an ah peh to them.  (Somehow, people might be gentler towards an ah ma...)

But there is a moral issue here because to you, he is an ah pek, but to someone else, he is her grandfather who used to fetch her to and fro school when she was in primary school, then bought her lunch....there is a strong bond.

Multiply this....and you have 400K PGs who are grandpas and grandmas of thousands of young people.  Who is willing to let them die, if it is possible to extend their life for another five years, ten years, maybe twenty years even?
Do not underestimated an unvax old folk who can survive covid or any other flu viruses. Human body is a very complicated system, my great grandma was a smoker and never get cancer.
