if he can get guarantee of 10 years or more and retrenchment benefits in contract, he can consider.

if not, he is risking 20% against guarantee lifetime job in govt sector.

Good point. Unless it is 50 or100 percent it is not worth job hopping at that age to face new work environment and new colleagues. The stress might triggered a stroke or heart attack.

My former colleague jumped ship for a 20% pay increment at the age of 51 from a publicly-listed company to a relatively new business in the same field. Unfortunately for him, his new employer ran into financial difficulties within 2 years of him joining them, and he was laid off with only 3 months pay (his notice period) as compensation. He is still "in between jobs" now after a year.
