Actually many such non-franchised kopitiam still had not enforce the return tray system yet mah, some ish they installed the return tray stands but will not purposely go enforce on their customers to do so as this type of smaller business runner normally know better what the customers on the ground actually want and expect. So the stands are there for govt to see and self-high nia, but they really ish leave it to the customers themselves to want to return or not.

Hawker center ish enforced by TC one so they llst but some hawkers also know wat customers want so they normally will close one eyes, franchised outlet ish more than happy to use govt policy as sexcuse either for them to charge more and\or spend less thus willing to enforce too but some runners will close one eyes too especially those operating in heartland type.
