pap n ntuc  already knew way way in adv  how bad the situation will be in the next coming few mths 
if not why the propose to hv unemployment benefits which op hv been fighting for in the past.

n then give them freely pr n nc like toilet papers so that mom statistic will look ever so good on paper.
so, no worries lah. if local do really lose their jobs, still got skill future courses to attend to get by.
also e2i got many jobs vacancies, just make available to local only.
