Just a correction. They did not make $21M they collected $21M


They were running a ponzi and they customers were getting the goods until the Ponzi collapse.they later orders were not fulfilled. They used the money from the new orders to fulfil they earlier orders which were heavily discounted from the real price. That's whybmany customers came back to make big orders after their first order was fulfilled.
