First, HDB will not enforce anything such as taking back the HDB flat. Cos it affects the votes. Second, the 50k fine is peanuts given the property gains from the private property, should cream off all gains instead, i.e. pay the difference for market and purchase price or 50k whichever higher. Third, if the purchase was done through property agent, the govt should take away the agent's license so no more such crap in the future.

And seriously the singaporeans in private property should be given a chance to buy HDB without the need to sell off the private property since HDB flat owners can purchase private property after MOP. HDB flat is public housing and also citizenship identity. Why PRs can own HDB but have it fully rented out when they retire back in their own country yet singaporeans in private property cannot own a HDB flat without selling the private property?? And now there's a 15mth wait some more. Lol
