Americans are more about human rights. The right to do this and that.
Locally, Asians tend to use money to solve problems. This means they can catch and fine you. You will like to pay your way out. But Americans will fight for their ways. Thus, you seldom see them catching Americans. For the latter to pay, it is to reduce their outflow of money in the future.

Americans only know the language of war so no need catch just do what 911 do. A few more 911 is the way to "catch" the American.
