My view: For a human being to support a family in world.most expansive city is not cheap. Whereas a human from a developing country need less to support his family there. Therein lies the difference.
There worker finish off by requesting the govt to look into these issues to help. However these issues have been around for 15yrs and govt approach has always been to give some.goodies once in a while especially before elections and call it a day...
