Cannot just say substandard and don't pay. You pay for The work done, then ask for the substandard parts to be retrofitted. If really disagree then go for mediation.

Long ago my aunt who stayed in an over 80 years old housing estate in sembawang hills got a local indian lawyer as new neighbour. She told me just because he was a lawyer was able to twist and turn about the workmanship of the renovation done and refused to pay the contractor and got away with it. Some owners are just horrible wanting free money.
