Actually Hong Kong had already loss most of their young talents and brilliant brains in the last exodus few years ago, so likely most that left behind are the average and CMI type liao, not to mention to fill the gap of those who left and also to try further dilute the hong kong identify the CCP had exported a lot of ATs into Hong Kong in the last few years. These AT are educated by CCP system so may not used to the colonial influenced Hong Kong education system and qualification, even though since a decade ago CCP had been trying hard to wipe clean clean the colonial marks in Hong Kong education but doubt they can remove completely in just a decade, so won't be surprise some will try cheat their way into Hong Kong U.

There was a time when the country asked ordinary men to do extraordinary things.

But now, they'll only do it for money.
