Did PAP set any floating jobs for SG in the past 15 years?

5% Floating jobs in the 8 professions 

to act as buffer for recession, retrenchment and bad economy??
Why do we need 5 Mayors and 80 PAP Ministers?

Making sure that those companies cannot discriminate due to age, looks, gender . . .

Anyway, slow economy can afford to take in those 50% fit and train them for 6 mths
Why do we need 5 Mayors and 80 PAP Ministers?
