PHILADELPHIA (AP) — Investigators are looking into whether a 5-year-old child who was playing with a lighter set a Christmas tree on fire, sparking a conflagration that killed 12 family members in a Philadelphia rowhome

......

family had lost three daughters and nine grandchildren in the blaze.

.....

Fourteen people were authorized to live in the four-bedroom upper apartment, according to Kelvin Jeremiah, the housing authority’s president and CEO. The family moved there in 2011 and had grown substantially since then, adding eight children, he said.

PHA (Philadelphia Housing Authority) “does not evict people because they have children,” Jeremiah said, responding to reporters’ questions about whether the house was big enough for so many people.

“This was an intact family who chose to live together. We don’t kick out our family members ... who might not have other suitable housing options,” he said.

So dangerous when a five-year-old plays with fire.  But the house should have a fire extinguisher installed.....

I think that family quite squeezed and out of space in that apartment. Most probably quite poor too since they squeezed so many people in those rooms.
