As far as I know for safety regulation  requirement, all workers are not allowed to work in rains. Why donate to buy ponchos? Better to buy warm clothing or some dry tidbits to eat while waiting for rain to stop......... Rolleyes

I don't think the foreign workers need to stop work when it is raining, cos most  projects they have a schedule to meet to complete the project.
