She might as well ask the judge to go catch that mosquito , bring it over for court trial and fine it since it is the problem

It's very easy to stop mosquito breeding if the house is unoccupied, or house owners going for holidays. Just pour some laundry or dish detergents into the toilet boils will do.
Same for potted plant bowls andcsaucers. Or use vinegar, baking soda or chicken poo. These will kill the mosquito larvae

Lately, seems like quite a number of wolbachia mosquitoes infiltrating.
They don't bite but it's still irritating to see them.
Just have to eliminate them on sight ..not easy, they are quite hardy and fly super fast.
