UK government already started to talk with AI leaders on what is acceptable.
must not stop development but must also be able to control it.

Ways to prevent AI to doing beyond their assigned fields.

No electricity... aircon don't work. Computers and smartphones as well. Electric rice cooker, TV, radio and lots more.
The human race shouldn't become extinct but we'd be back to quite primitive times. The big consolation is that electricity is not needed to grow durians.
