I noticed those HDB flat , get fresh coat of paint , within just one year or so , drop off.

either din remove the old paint/mold, or used low quality outdoor paint

Quality issue, nowadays contractors use cheap and low quality paint to maximise profits, HDB should fine then for doing lousy jobs.
