Albert Centre has always been not too clean, even before the pandemic.  Very hard to get a place to sit even at 11am, one hour before lunch. I go there mainly to buy dry stuff upstairs.

Tray return point is made believe an auto cleansing magical point when it is nothing more than an piling junkyard area into unhygenic mountains with the patrons made to make the tables look clean and clear. And tray return points replaces the human manpower of clearing into washing area when the same human manpower is still needed to remove the piling mountains into the washing area.

For all the millions vested into tray return points, they should have implemented self destruct utensils and poof all residue sauces and leftovers into odourless vapours ...

There is simply too many HC to patrol.  I saw in West Coast HC, there is a digital signboard that reminds customers that failure to return trays and it's cookery stands to be fined $300...............
