Khamis established himself in 1987 in Drangedal , where he attracted attention by appearing to be very wealthy and successful, and he was even referred to as "prince". [2] The following year, he managed to convince bank manager Magne Jespersen in Kreditkassen that he had very interesting business projects underway in Singapore . During the next two years, he managed to get the bank to issue irrevocable bank guarantees totaling NOK 253 million. In 1991, it was discovered that Khamis's businesses did not have sufficient assets in relation to the bank guarantees that had been issued, and he was therefore arrested by the police in Singapore. [3] He was later released on bail of NOK 100 million. He was charged with fraud, requested to be extradited by the Norwegian authorities and wanted internationally. However, he escaped to Indonesia after his release in Singapore, and then moved to Morocco with his Danish wife. In 2003, the Norwegian criminal case against him became obsolete. [4]
In 1993, the book Khameleon was published by journalist Dawn Tan. It dealt with Khamis' extensive frauds and his very luxurious lifestyle. [5]
Although Khamis was never held responsible in Norwegian law, there was a legal settlement for the employees of Kreditkassen who had assisted him in carrying out the frauds. Bank manager Magnus Jespersen was sentenced in Skien and Porsgrunn City Court to six years in prison for gross financial adultery, while custody manager Torild Aarnes was sentenced to five and a half years in prison. However, both had their sentences significantly reduced in the appeal proceedings in the Court of Appeal. [6]
The gigantic fraud contributed to Kreditkassen being found to be technically bankrupt in 1991, and the Norwegian state then stepped in as sole owner of the bank. [7]
