it is up to the government to talk to sigapore enterprise to give jobs to singaporean first.

if given a free will, business will outsource all to lowest cost without knowing the consequences.

like one local bank out source to indian it company to do the bank it, do they know that the source code is in crisis of not being able to be maintain. they msut change system in time or face very seqious consequences down the road. relevant authorities need to do immediate review of bank abilities to maintain their banking system after outsource .
if not it is just a big problem waiting to happen
