Perhaps these old subways have low profits, and thence unable to install these door barriers.  But the state must use the govt.'s money to have these installed, as lives are involved and lives matters......

Unlike in Spore, the subway is managed by private company, it was supposed to get renovated in 1940s then WW2 broke out, so they never do until to date.
