They prefer China to remain low cost, low value manufacturer of cheap goods for Western MNCs so that they can placate the native western population in the face of rising costs and hyperinflation.
They don’t want China manufacturing to move into high technology, high value areas, because they believe that’s the West’s (+ SK and Japan) sole domain and their trump card in global domination, power and control.
