All along foreigners can only buy newly built properties and not allowed to buy existing properties.
Likely the rule has been changed during property boom. This is likely a political move as Australians are unhappy that the property prices are to high and they are unable to afford. The election is coming in May, in order to please the voters Albanese changes the rule to block foreigners buy existing homes for two years to cool down the property market.
